I'd have to disagree with your thesis that EPA-mandated changes brought about the Columbia disaster. The Columbia Accident Investigation Board report identified the left bipod ramp as the most likely source of the debris. ET-93, the tank used in the mission, still used hand-spraying of BX-250 for such features as ramps. BX-250 is freon-based, so lack of freon in the bonding was not the cause of the loss of vehicle.

Yes, it is true that the Columbia was brought down by freon-based for the blowing agent but not for the foam itself. The area that came out from Discovery was not freon-based at all.
